TPS25947: Minimal off time need to configure in HW

We using TPS259474ARPWR in our home camera products and this is powered from USB adapter. The power sequence needed for our SoC is controlled by RC filters. So the limitation we have is after the operation of our device,  it will take around 250ms to discharge the capacitor in the power sequence controlling RC circuits. So every time after device power off,  we need to wait min 250ms for the next power on.   If any continuous power off- power on happens due to some main power fluctuations or any other reason it will make failures in the RC timing and power sequencing.

Can we do anything in the  TPS25947 circuit to ensure that every time there will be a min 250ms delay from IN to OUT supply ? Below is our circuit diagram and in that as shown in green i tried by adding a 0.1uf cap and got a delay of 20ms from the VCC_5V_IN stable to VCC_5V stable. what you think of this? Do you have any other methods?
