Hello Tom,
1. We recommend Cell inputs 1, 2, and 16 always be connected to actual cells due to cell balancing and measurement reasons. This forum link: BQ76952 Why Cell Inputs 1,2, and 16 Should Always Be Connected to Actual Cells explains why we do so. This Connecting Battery Cells FAQ may also be useful in how to connect the cells when not using all 16 cells.
2. Something to note, if the device is intended to enter SHUTDOWN mode, the TS2 pin should be left floating and not used as a thermistor.
