TPS748A: Datasheet Query

My application requires converting 3.3V to 1.8V. TPS748A is used for voltage conversion. There is no auxiliary power available in the system for Vin is tied with VBias. As per datasheet section 7.4 Device Functional Modes for normal operation VBias-Vout > 1.35V which my current design satisfies. But in datasheet section 8.1.2 Dropout Voltage section it was mentioned "VBIAS must be 1.9 V above VOUT". In section 8.3 Power Supply Recommendations it was mentioned "The TPS748A is designed to operate from an input voltage up to 6.0 V, provided the bias rail is at least 1.3 V higher than the input supply and dropout requirements are met." Kindly clarify if VBias can be shorted with Vin for power module design form 3.3V to 1.8V conversion.
