Can I safely assume that USB3.1 is supported, as USB4 should be backwards compatible w/ USB 3.1?

This PD controller is recommended for USB4/TBT4 reference designs that use an external USB4 controller/hub for actual data.
The PD controller negotiates and can do an enter usb mode message, but it does not actually touch any of the data, it would be up to the hub to read the status of the negotiated PDO from the PD controller.

Thank you, so in this case a USB 3.1 hub should work, the USB 4 listed in the PD controller datasheet is in regards to USB4 PD capabilities, not data, correct?

Correct!
The PD controller supports the USB-PD specification messages not the data itself, so in your case a USB hub should function based on the manufactures description since none of the data lines connect to the PD controller.
This information about the negotiated contract can be read from Data Status register (0x5F) referred to in the Host Interface Technical Reference Manual
