TPS61170: Always generate output voltage 3.6V

I've pretty much the standard design compiled by https://webench.ti.com/ for TPS61170 with 12V 0.2A output requirements.
It generates 3.6V as output even if the CTRL pin is 0V.

What the reason for it can be?
