Is there a way for the chip to know the status of the conversion to POE+ without re-negotiation?

The LLDP is not a communication between PSE and PD controllers normally. It is normally between PSE's host and PD's host. In your case, the PSE-PD normally won't redo detection and classification, but the power allocation on the PSE side will be modified from PoE to PoE+ after LLDP.

PD and PSE will not cause troubles for LLDP.
If you are asking chips can do LLDP, you may check with TI's Ethernet PHY team or MSP430 or MSPM0 team. They may have more expertise on this.
