The PD controller should configure the CTL0 and CTL1 pins, so its best to lave these floating. Are you able to use I2C to control the part?
Do you see HPD sent from the USB-C sink to the DP source?

I also have TUSB546EVM, it works fine with 5V DC barrel input. However, how to configure the USB C to be able to do power delivery with 9V-20V input ?

This will require some assistance from the PD team, as the PD controller will negotiate the Vbus past 5V. I will assign this thread to them.

This would require a firmware update to the PD controller via the EEPROM found on the EVM. I was not able to find the tools associated with this PD controller on ti.com and also found this device was not recommended for new designs. If you have already acquired the tools from your initial development, then please use those to configure the PD to support the desired operation. Otherwise, please consider moving to the TPS25751.

Once you generate a pjt, if you share it with us, we may be able to review it.
Please also realize that the TPS65987x family is NRND and may not be suitable for your design. This is primarily due to limited patch space which means the part cannot support new feature updates or the latest USB-PD compliance (PD 3.2). Unfortunately, there is not a DP alt mode PD controller replacement at this time.
