This device uses Schmitt-trigger inputs, so the thresholds are slightly different than normal inputs. Here is an app note that covers this further: www.ti.com/.../scea046b.pdf

Hello Ram,
Yes you can use 1.65V and 3V as worst case values. For determining VOH and VOL at a specific voltage, please see FAQ below.
