This information is not available, however, special test mode are often used during automatic testing of the IC to measure or trim an internal parameter, or program a function.
In normal use of the UCC28060, it is expected that the voltage applied to HVSEN will be > 0.8V.

Please describe the abnormal behaviors that you are encountered.
Dropping HVSEN below 0.8 V puts the UCC28060 into a special test mode, used only for factory testing. It will not cause harm to the pin, but functionality change to the IC is not disclosed. Please do not attempt to interrogate the IC in this mode as the functionality cannot be guaranteed.

From information that I found, HVSEN = 0V enables a test mode where the Brown-out time delay (normally 440ms) is reduced considerably, and the 210us restart timer is disabled completely. So if switching stops in a channel, it will not be restarted.
