The BQ25173 charge the units from 2.5V to 3.8V.
Would need additional circuits to stop discharge below 2.5V.
If the BQ25173 is set to 500mA charge current:
1.) 120F - charge time 2.5V to 3.8V -- 312 sec
2.) 250F - charge time 2.5V to 3.8V -- 650 sec

Take a look at BQ29706, Battery Cell Protection device. It has an Over-Discharge Detection (UVP) of 2.5V.
