BQ2970: BQ29701DSER Needs Pins on MOSFET Shorted to Turn On

Hi there, I'm having some problems with the BQ29701DSER. I have a removable 1S Lithium battery and a device that I want to incorporate under-voltage lockout on so that the device does not over-discharge the lithium battery. I have the following schematic, which matches the application information on the datasheet for BQ29701DSER.
However, when a fully charged lithium battery is connected, it drops ~3V across the MOSFETs and does not turn on. However, shorting DOUT to the combined MOSFET Drains does enable the circuit and it begins to work properly. Does anyone know why this would be?
