What is the purpose of below marked resistors & their value keeps on increasing from highest cell to lowest cell

Those are used for cell balancing when using LION cells. The reason the values are different is because the voltage divider ratio for the top two cells is different than the bottom two cells, so different value resistors need to be used to get similar bypass currents.

Can you explain further how do they work & help in cell balancing? For one of application, we need gas gauging only for LI-ion Cells, so I am using Bq2060A for the same. I have got other functioning of IC but stuck at this point
The resistors simply shunt current around the cell. It isn't much (10 or 20uA), but it can help lengthen the life of the battery pack. Basically, if there is an imbalance where one cell voltage is higher than another, that higher voltage cell will have a slightly higher bypass current than the lower voltage cell. This works best for packs that are already pretty well balanced since it obviously is not going to be able to correct a large imbalance.
