LM5066I: Can not bring up LM5066I, output does no reach target

I design a 48V hot swap circuit board, refer to "tidmd42a_2kw".
When I want to bring up, supply Vin 48V, and the output is around 5.6V only. |
I checked some points below
Vin = 48V
Timer = at first reach around 4V then down to 0V
After timer Gate start to rise 7.6. (gate to GND) 
and in the meantime Vout start to rise to 5.6V

Also I check the register through PMBus, 
DAh = 0x 0C80 0800 00B8 0048 0600 0000

    Hi Hong,

    What is the load?

    Is it starting up at no-load ? If yes, use PG signal from LM5066i to enable the downstream load.

    Can you share the startup waveform of GATE, TIMER, input current and VOUT.
