TPS63070: TPS63070RNMR Vout incorrect

Circuit Design Objective
Input: 3.6 V – 5.6 V
Output: 3.8 V / 1 A

I used WEBENCH Power Designer to assist with the design.
The recommended circuit is shown in the attached image sch.png.

Then, using the built-in Simulate tool in WEBENCH Power Designer,
I found that when the input voltage is below 4.2 V, the output is no longer 3.8 V.
All simulation results are shown in Vin_Vout.png.

Could you please advise whether this behavior is due to the device itself,
or if it is a bug in WEBENCH Power Designer?
