BQ25176K: Any single cell linear charger with charge terminate @ 4.25V?

The 4.25V voltage may be a problem, BQ25176K will not support it. 

We have devices with 4.20V but not 4.25V -- See BQ25176J this may be an option.

How much charging current do you need?

Is a switching converter an option?

The BQ2517X family have fixed regulation voltages.  The VSET resistor will select a bin that correspond to a voltage and battery type.

Take a look at the BQ25306, it is a switching converter that has a programmable charge voltage, FB pin.  This pin will use a feedback network that can be set to 4.25V.
