My BQ24103 battery charging circuit is not working properly.

What is your fast charge current setting? R179 (RISET1) is over range.

Adding to Wang’s post above, please use equation 4 to calculate Riset1. Critical pins to check is the TS pin and make sure it is disabled if not used. Also, what are the status of STAT1, STAT2 and PG?
