ULN2003A: pullup resistor is needed

7.4.2 Resistive Load Drive When driving a resistive load, a pullup resistor is needed for the ULN2003A device to sink current and to be a logic high level. The COM pin can be left floating for these applications. I don't understand the meaning of "pullup resistor is needed." Since the input is high, I don't think it's necessary.Are you talking about a different channel?

    This statement is saying that the high side of the load needs to be connected to the supply voltage. In other words, since this is a low side switch, the xC pins are open drain and must be pulled up to the supply through the load.
