Can the LP2951 shutdown input be left open (floating) or does it need to be driven? There is no mention of this in the data sheet and the block diagram of the part is unclear regarding this.

LP2951 shutdown pin has internal pull-down to GND. OK to leave open.

Where did you find that data sheet? The one I downloaded today does not that that diagram. I one I got is SLVS582G –APRIL 2006–REVISED JULY 2011

In the TI data sheet the level of input current suggests the resistor(s) to ground.
It is also OK to ground the pin
