TPS53313 pin description table shows a duplicate pin 4 and no pin 17. I am creating an object assuming the pin diagram is correct and VBST is pin 17 and not pin 4 as described in the table.

Hey - Looks like the datasheet has not been corrected. There are still two pin 17s in thepin description. I assume VBST is pin 17 and pin 4 is Vin?

Yes VBST is 17 and VIN is 4. The data sheet should come up for revision soon. It is scheduled to update in 2016.
