Take a look at TPS2051CDBV (500mA USB Power Switch in 5SOT-23 package).

Sorry I missed the SD query. TPS2051CDBV recommended input voltage operating range is 4.5V to 5.5V and as such is not compatible with the high voltage SD card voltage range (2.7V to 3.6V).
But, TPS2051BDBV can be used as it's recommended input voltage operating range is from 2.7V to 5.5V.

USB application is in the car, if the test Item needs input 16V voltage to USB_VBUS, DP, DM, whether there is any protection methods can suggest? Thank you.
Ideally, you would need a part rated for that higher voltage. Most protection schemes rely on a stable BUS voltage and ground to clamp to. If VBUS can exceed the ABS MAX voltage of the IC then you don't have anything to clamp the signals to for protection.
In TPS2543 application (see the TPS2543EVM-064), http://www.ti.com/lit/ug/slvu660/slvu660.pdf the DP/M_IN lines are protected from ESD transients using a choke along with a TVS type clamp (TPD2E001DZD).
TPS2590 can operate down to 500mA (minimum) and is rated up to 25V. This part is a load switch, but it's protection behavior is not identical to the TPS2051B.
