TPS65217C bring up

Other Parts Discussed in Thread: AM3359

Have a custom AM3359 pcb with a TPS65217C PMIC, trying to start up the PSU on the PCB without the MCU or other devices stocked.  I'm getting the 2.3v, 2.25v readings on the internal LDO and bypss caps, but am not seeing 1.8V on the VLDO1.  I thought I have everything related to the PSU (other than the CPU signals) stocked, but am stumped as to why the always on VLDO1 isn't turning on.  Powering the PMIC with 5V, tried both USB and AC inputs to no avail.  The pmic design is pretty similar to the beaglebone schematic, only with a DDR3/C part.  I don't have the TPS65217C eval pcb handy, was wondering if the VLDO1 is on when the USB dev tool isn't connected (no  V3p3 present).
