TPS54283 is not giving 2A current.

Can you post your schematic and some waveforms that show your condition?  Please include the switching node in the waveforms.

Currently I am using same circuit as provided in datasheet at page no.42 and figure no.45 for troubleshooting purpose. But problem is same. 5V output current goes upto  1.39A while 12V output current not beyond of 100mA. I have attached waveforms.

It looks like the waveforms failed to load.  Can you re-post them?  Make sure to include the switching nodes.

Also, did you follow the schematic exactly?  There is no BOM included with that design, but the component selection for the output filter is essential.  You need to make sure the inductors are of sufficient rating and that the output cpacitors are a proper mix of Al electrolytic and ceramic types.  For the 100 uF I recommend Panasonic EEEFC1E101P and for the 47 uF you should use the same type except 47 uF.

Last attached waveform comes when light load(upto 130mA) is given at 12V output. Voltage drops upto 2V.

So the three wave forms are in increasing amount of load?  What is your input voltage doing?
