BQ3050 won't precharge

My BQ3050 is showing PCH status, but there's no precharge voltage driving the 300 ohm resistor. My PchgIn voltage is 15.2, but the PCR output isn't. I tried both 00 and 01 for the ZVCHG bit in Cfg A. My pack voltage is 7.5V.

Try setting ZVCHG(1:0) bits to 10. It looks like there may be a problem with the Operation Cfg A register definition. See the Precharge configuration table on page 41 of the TRM. We will need to correct the TRM.

Turns out the Fuse output was stuck high for some reason. I replaced the part and set ZVCHG to 00 and the precharge works. Which table is right?
