What percentage of typ is Minimum on time?

I'm not sure I understand your question. The minimum on time is expressed as a time in nsec, not as a percentage of switching period (and infact actual Fsw is not tightly devined for DCAP mode of operation. For TPS51220 non a, the max minimum off time is 150 nsec. It is probably the same for TSP51220a.
