Hello,
 
In my customer use LM20136 by below conditions.
----------------------
PVIN , AVIN : 0V
EN: input clock signal
SYNC : input clock signla
----------------------
 
I think that there isn't any problem in above conditions
due to absolute maximum ratings of EN / SYNC. 
 
Is my understanding correct ?

    I believe that my understanding is correct.
    But my customer request official opinion of TI....
     
    <my understanding> 
    If there is no Vin voltage and there is voltage(within absolute reatings) to EN, SYNC, device can keep reliability.
    Absolute maximum ratings of EN,SYNC does not depend on Vin voltage.
