UC2950

I tie the UC2950T source drive and sink drive together and drive them with a TTL 60kHz signal.  The output is open circuit and the supply is only 10V.  Why is it getting very hot?  I do have a 0.1 ohm resistor from the ground output to the actual ground, and I found that it has a over 15A peak pulse current whenever the drive signal goes from high to low.  I though this IC is suppose to ensure that there is no shoot-thru current directly from Vcc to gound, but seems like it does not behave as required.
