adding TPS61220 input voltage limiting resistor

Dear Sirs,

I am trying to make a circuit which converts 0.8-10V to 5.1V 1mA output with TPS 61220.

Circuit As follows:

Vdd= 0.8-10V

/\/\/\/\/\/\ is a 200ohms   resistor

|< is a 5V zener

Vdd------/\/\/\/\/\/\----------(Vin and enable pin of TPS61220)----------|<--------------GND

However after connecting a 200 ohms in series between Vdd and Vin of TPS 61220. The TPS61220 is not enabled until the Vdd reaches almost 9V. Once enabled, the Vout of the TPS 61220 stays at 5.1V until the Vdd drops below 0.7V

If I connect the power supply directly to the Vin of the TPS 61220 it turns on immediately.

The rest of the circuit follows the typical application circuit in the data sheets with 2 10uF cap and one 4.7uH inductor.

What mistake did I make?
