the REG101 datasheet suggests to use 0.01uF on the NR pin for fixed voltage
application. Can I use 0.1uF instead?

Hi Fenggi,
The larger Cnr will slow the start-up time of the device. You will want to try it out in your application or on a test board to make sure that it will start up fast enough for your application.
Please note that there will be no appreciable noise improvement with a capacitor larger than 0.1uF. As you can see in the figure copied from the datasheet below, the RMS Noise flattens at 0.01uF.
