We are using TPS61221 LDO. Is it possible to get Vout=3.3V when Vin=5V with TPS61221 IC?
What happen if the input voltage is higher than the output voltage?

TPS61221 is a boost converter, the input voltage should be lower than Vout.
if the Vin is always higher than Vout in your application, you should use a buck converter, like TLV62565, or LDO if you output current is small. thanks

But the datasheet of TPS61221 says input voltage range is 0.7V to 5.5V with fixed output voltage 3.3V typical & 3.4V maximum. So it's not 100% clear about boost converter topology. And we observed when input voltage is 4V output is 3.3V.
So is there mistake in the datasheet?
