LM3463 evaluation board -- random strings not turning ON

I am evaluating the LM3463 EVM. I used a buck converter to convert 48VDC to strings of 12 LEDs. The LM3463 is enabled at all time. The LEDs are controlled by changing the four PWM input channel. 0% duty cycle means turn OFF.

However, when toggle the LED, especially when toggle between 0% and less than 30% of PWM duty cycle for all strings, random LED string won't be turned ON. For those LED strings that are not turned ON, the PWM signal to the PWM input pins are still valid (>0%).

Any suggestion on this? Thank you
