It is not the function of the PD controller to communicate through LLDP to the PSE for high power. Instead, it is the load's software that must communicate through the data lines to the PSE.
You can demo the TPS23861 EVM to imitate this type of negotiation by using one of the two 4-pair connectors on the EVM and using the GUI to turn on one of ports after the other one detects and classifies the TPS2379. You can also change the current limit values in the GUI if more power is required.
If software is not desired, you can recommend the dual TPS2378 forced upoe design for 51W max at the input. See below link.

The PD itself does not support software nor does TI currently support software for LLDP. The customer will need to use their internal software team or use an external resource.
