Hi,
Fly-Buck topology needs forced CCM operation. LM43603 does not have a forced CCM (PFWM) option. Therefore it can not be used as a Fly-Buck converter when their there is no load on the primary (non-isolated) output.

Iout_2: 50mA

Actually, we don't have Q-grade Fly-Buck regulator parts that I am aware of. We may have something next year.
