Max Error when using bq20z80 and bq29312

Max Error will increase by 1% for every 20 cycles that the pack goes with getting a Qmax update. To reset Max Error, a Qmax update is needed. This can be accomplished by performing a learning cycle on the pack, similar to the learning cycle done during development.
