When a turn off of bq24167, can we connect IO of 3.3V to IUSBx?

Yes. The IUSBx are digital inputs with standard logic level on/off thresholds.

I reconfirm your answer.
The condition is to say that bq24167 is turn off.
(IN, USB, BAT are off)
Isn't there a problem?

Yes. If the bq24167 does not have power from IN or BAT, then it is not recommended to put a voltage on any of the digital pins, including IUSBx. The assumption is that the system is powered from the charger's SYS pin and if the charger is not powered, there is no pull up for the digital I/O signals.
