The log data looks correct for the most part, but there are a few questionable items. Is the temperature really -38.9 degC? That BATLOW flag is also set and the pack is fully charged. Could you export an srec file and I check a few items in the data flash. You can export an srec file from the Golden Image screen.

About the temperature we didn't calibrate it. There is no NTC/Ptc connected

I verified that the low temperature is causing the VOK flag to remain off. You need to set the TEMPS bit low in the Pack Cfg A register. You also need to update the Cell BL and BH parameters to the proper thresholds for PbA cells, although this was not affecting VOK.

We dis charged  the battery--> we Send it enable-->VOK and QEN are set.

When we charge ->battery full-->FC Set--> QEN=set but Vok=not set

Max error wil stay at 100% 

(we take account with the relax time)

What can be the problem?

The Control Status register indicates that IT is not enabled. QEN and VOK (bits 0 and 1) are low. Also, the rest times are not long enough. The OCVTAKEN flag is not set during either rest period.

When i give a reset my state of health stays at 54% ! how to set it to 100%

The SOH = FCC @25C/DesignCapacity, so you need to reduce the DesignCapacity value to the FCC level.
