UCD7242,Vin(externally generated VGG) operation?

Hello,

 

I have a question from UCD7242 datasheet and schematic.

Please review of below information and send us ypur comment.

 

Datasheet,3page,Vin,Power input voltage (externally generated VGG) is 1.8V to 18V

And We connected VGG & VGG_DIS(GND is not connected).

But, IC Output(1V) is not output.
