The solder mask (resist) over the vias is meant to keep the solder from wicking away from the pad through the vias.

What "wicking" do you mean ?
Could you teach detail the figure?

2.
Vias hole diameter φ0.25 in the shaded,
land diameter φ0.55,
in the case of the specification of the resist punching diameter φ0.4,

1. Solder wicking through the vias means the solder may leak out through the vias. Therefore, the solder resist is required to keep the solder from the vias.
2. I do not understand this question. Please explain.

As long at the solder resist keeps the solder from flowing to the vias, the dimensions you sent should be OK.
