I apologize for the delay. I had mistakenly overlooked this post, so I am very sorry.
You are correct if the charging capacitor somehow has an external charge on it, then tpo would shorten because less charge is needed to reach the charge limit.
Please note in the Terminal functions description on page 2 of the TL7700 datasheet that there should not be an external voltage applied to this terminal because of the internal structure of the device.

TL7700 doesn't have discharge functions for Ct, so I think electrical-charged Ct can't withdraw and tpo is short
after the first reset cancellation.
How will it withdraw an electric charge of Ct when first reset after power activation?

Hello Yokota-san,

When the Sense voltage goes low the Ct is discharged to ground through the internal NPN.
