The TIDU808 document (design TIDA 00246)

uses a HLC-1550A Hybrid Layer Capacitors from tadiran as energy storage. however according to tadiran (germany) HLCs may not be used without an additional tadiran primary cell. can you please comment on this choice? tadiran is telling me there is a safety hazard with using this device in a solo configuration although you are proposing to use it in this reference design by TI!?
