Trying to use a LM78S40 in a step up application and another one with a inverting application.

Trying to use a LM78S40 with a Vin of 7.2 V to get an Vout of +10 V, and use another LM78S40 to get -10 V with the same vin of 7.2V. I went to the data sheet and built the circuit that was shown with the block diagrams and it was not working. I tried changing the variable resistor drastically and still nothing happened. It always seems to step down the voltage to 7V no matter what. Also, when inverting I am not sure what the options are for the transistor that is required. Would a 2N3906 work?
