BQ25570 - Very Low charging current

Dear all E2E users,

We are trying to make the hardware as per www.ti.com/.../TIDA-00242 however facing the following issues.

A similar problem was raised by https://e2e.ti.com/support/power_management/battery_management/f/179/t/489800

Conditions separate from reference design:
1) We are using Li+ battery instead of the super cap.
2) The input DC voltage VIN is from a regulated power supply for now and is set to 3.0V
3) Output is set to 4.2V

Two test conditions were used - 1) All as per schematic and 2) R2 has been shorted as shown in the schematic and R1 and R3 left open

We are facing the following issues in both the above test conditions:
1) The charging current to the lithium ion battery is a miniscule 2.8mA. This is same as the user detailed in the above post.
2) The total current that the device is drawing through VIN is ~25mA

Can you help us the and user above understand - why is the charging current so low. What can be changed in the configuration to counter this. Looking forward to your reply.

TIA
