TPS61097A-33 with 3.6v battery issue

Hi All,

I am working on the project using TPS61097A-33 to get 3.3V from 3.6V Li-SOCI2 battery (TL-5955). The system load is dynamic, from 0.2mA to 40mA. With the brand new battery, circuit runs OK. With used battery (<70% remaining capacity), the circuit is not function as expected. The output from TPS61097A-33 has a big drop about every 600ms as shown in the following picture.

I also measured the voltage from battery:

It seems like the battery is not good to provide enough current.

Following is the schematic of the power circuit. I replaced the inductor from 10uF to 4.7uF.  From the spec of battery, it should be OK to handle 40mA current. Does anybody have an idea to make this circuit working with current battery and current DC to DC converter? Thanks in advance.
