Hi,
Q1: Yes, when CTRL = 0V, VOUT is approximately equal to VIN.
Q2: I'm assuming this is with regards to VOUT discharge time after the shutdown? This time is independent of the ILED setting. The TPS61158 turns off the ILED upon CTRL = 0V. Then, the output voltage will drop slowly, depending on the amount of leakage at VOUT.
