LM3102 Cvcc guidance in datasheet

In the datasheet, Cvcc is recommended (One place says "should", another says "must"??) to be no smaller than 680nF.  I have a nitpick clarification question so as to avoid potentially overdoing that capacitor.  Is this datasheet stating that the selected value should be at least 680nF (and a good quality ceramic), or that the actual capacitance value itself (after tolerance, temperature, applied voltage, etc.) needs to always stay above 680nF?

    All capacitors will have their own de-rating waveforms and it would be particularly difficult to find data on all capacitors from different manufacturers. The 680 nF should be the catalog value. It of course helps that the chosen capacitor is ceramic and of good quality.
