That is an IEEE paper. You should be able to click the link and get to it.
If you have troubles loading it, do a web search on:

If that doesn't work, let me know and I will see if there is another way to get it.
The LM137JAN-SP comes in the TO-3 package and has an output current maximum of 1.5A.
For generic data for a product using the same fab process and using the same package, see the LM117K:
We do not offer a radiation tested version of this part and have not tested it.
The LM137QML-SP comes in the TO-39 package and has a 500 mA output. The parts are similar except for the current limit circuit.
SEE performance should be similar. I don't know about TID performance.
