BQ24165 Charge Voltage

I am using a BQ24165 to charge Li-Ion battery.  When measuring BAT, the charge voltage is consistently 4.2V.  Is the charge voltage independent of the battery's internal voltage?  How does the IC check the voltage of the battery to make sure it does not overcharge?
