I would like to know whether TL5001M is a PWM controller or DC/DC controller itself. If it is a PWM controller it means that it is used to drive the Gate of Mosfet ?

TL5001M...quite the museum piece. it will depend on your application. It can drive an external FET directly or it can drive an FET driver. I expect the drive capability of the VO transistor is rather limited.
