LMZ31710: We are getting 3.1V instead of 3.3V at the output

Dear Team,

WE are using LMZ31710RVQR to generate 3.3V from 5V .

Enable is controlled through TPS3897 , 

When we check the voltage output it is showing 3.1 in multimetr instead of 3.3V but output waveform is fluctuating between 3.3 and 2V so getting 3.1 in multimeter.(attached vout for your reference)

INH pin voltage 2.5V observed.

Please help me us to debug the situation. Why this dip of voltage from 3.3 to 2V in waveform
