I do not see any specification for OVP in the electrical characteristics table. So I doubt that it is tested. I can check the ATE program, but it may take a few days.
The OVP was in fact tested during device characterization using the ATE. Since OVP was tested using ATE it is likely also tested in production. There is no easy way for me to determine that. Also I cannot provide any details on the method used. Both test engineers that worked on that project are no longer with TI. If I were to speculate, I bet TPS54540 is tested "open loop". They probably just apply a ramp voltage directly on VSENSE and detect the level where the part stops switching.
