I consider using BQ24298 or BQ25601 in my design, but I am not sure I can use BQ24298 even there is no USB interface. Could you clarify it?

You can use any DC source on VBUS (VIN). It does not necessarily need to be a USB supported source.
Just make sure to remain within the recommended operating conditions for VIN.
There is also a PSEL pin that determines what type of source you plugged in (DC source vs USB source). I would tie this to logic LOW.
You should also take caution in limiting the input current (through charger I2C register or through the ILIM pin) if your DC source has a output current limit.
And lastly, if your input source is above 6.2V, I would recommend using the bq25601, as it has a higher input voltage rating.
